Born and raised in Rio de Janeiro, Brazil, The Brazilian Double Eagle Emperor Allan Spyere moved to San Diego in 1998 to pursue his graduate degree in Oceanography at the University of California San Diego.

Allan started his involvement with the Imperial Court de San Diego in 2004 and has been involved with the Children's Easter Egg Hunt, Scott Carlson Thanksgiving Dinner, Toy Drive, Blanket Drive and Mission Hills Health Center Bingo. Emperor Allan also helped produce the Nicky Awards in 2010 and 2011. He was involved organizing the first LGBT History at City Hall Exhibit , Harvey Milk Honors 2010, International Harvey Milk Day 2011 and 2012, LGBT Vote 2010 and Black & Brown Summit.

Allan is an active member of the Harvey Milk Foundation and The San Diego Leadership Council.
